There are only a handful of cards surviving below 9600 and those that do are often the factory cut-aways. I know at least three F-/FE-Grades in that serial number range and I know of of another in the 18xxx range that the card is missing. So, even when we do complete a tabulation of the cards, it will likely only be an order-of-magnitude. Many, many years ago, Pop Headrick told me that the higher the grade gun and the more unusual the configuration, the more often the card was missing.
