I would say yes they did. I recall having an SP(E) or two with a non-selective. I believe it appears in a catalog or two, I just dont know where to find it right now.

The non-selective single trigger was introduced with the SP-/SPE-Grade in mid-1932 --
On the June 21, 1932, Retail Price List the non-selective single trigger is only offered on the SP-/SPE-Grades --
Savage's J. Stevens Arms Co. also introduced a non-selective single trigger on their J. Stevens and Springfield double with their June 21, 1932, price lists --
The Fox-Kautzky non-Selective Single Trigger appears on the 1933 and 1934 Retail Price Lists --
