Yes, I believe Fox, as a reputable manufacturer in fulfilling factory requirements as a completed shotgun, would install keels, which would actually be easier than filling the void with just solder. And the letter won't be worth it if it says 28" barrels.
Besides, a letter will contain very little information, especially for a Sterlingworth.
