Who could I send the frame and parts to put this back together. I can not seem to get the hammers back in. The mainsprings on this gun are just to strong for me. I have been told that it is a Savage era Fox Model B 20 gage.

This is the A H Fox forum and there's limited expertise here on Fox Model B's which are a gussied up variation of the Savage-Stevens Model 311, not the original A H Fox design.
Just a reminder that legally your frame must be sent to a FFL licensee even if just for reassembly. Sorry I don't have a recommendation for a FFL 'smith because I do most mechanical gun work myself. Maybe some our members will step up with name(s).
If you want to continue trying to reassemble yourself, all I can offer is that when installing the hammers the recess at the rear tip of the hammer spring plungers must engage the lobe at the bottom of each hammer. Be sure to be wearing safety glasses when working with the springs and parts. Grip the forward part of the frame in a padded vice and use an improvised tool to press each hammer forward until the hammer pin hole aligns with the cross pin hole in the frame, then a slave pin may be inserted/tapped to hold the hammer. Same with the opposite side except to use the hammer pin and then drive that pin through both hammers which will push out the slave pin.
