Did the Utica guns have this unfinished crowns?

No Fox factory finished gun, whether Phila or Utica, would have a muzzle leaving the factory like this. Barrels are not crowned and no keels in place. Recessed solder to boot.

The early Fox/Phila graded guns often had a heavily rounded edge on the outside of the muzzles, not into the bores. Chamfer might be good word to describe it. Later guns both Phila and Fox/Utica were more or less square with a slight perceptible rounding. It's hard to judge from just one pic and without the gun in hand, but that muzzle looks like Utica factory to me except that the steel keels are pushed in. IME that wouldn't be a show stopper if the gun looks good otherwise and it's priced right for its configuration. The trick will be, to remove the keels without getting one or the other one loose and caught in the space between the barrels where it might rattle. Then replace with new steel and chem treat to look aged. That's if you value originality. Otherwise I'd solder over the keels and finish off ~square. Any competent SxS barrel man should be able to do either without affecting the ribs or damaging the bluing.

Is it just the angle or is the bead set off center?

Whether or not the gun is original or cut can be determined by measuring the chokes and bores and/or ordering a Callahan letter.

Lots of variation in barrel wall thickness at the muzzle, at least. Looks like it was filed up, struck, and finished in a hurry.
