Ten-X ammo has 12 gauge 2-3/4" Black Powder Substitute shotshell in 7-1/2 at $21.99 per box.
http://www.tenxammo.com
I am involved in Cowboy Action Shooting and several of the cowboys reload and shoot Blackpower. If you go to http://www.sassnet.com/ and go to Affiliated Clubs.
You could be near a Cowboy club in you area and locate someone that could load real blackpower for you cheaper than Ten-X.
I found another place the sells real black powder shotshell for $17.75 per box. http://www.powderinc.com/
